Town of Calmar Council Meeting - February 7th, 2011

The Calmar Council general meeting was called to order at 7:00 p.m. by Mayor Don Faulkner.
  • Benji Waser of Meyers Norris Penny, presented a report to council on the Audit Service Plan.  “We do an audit of a town’s entire internal control systems,” explained Waser, “and we’ll be doing some sampling, looking at payroll, revenue, bank reconciliations, salary and wages.  Any weak spots found in the town’s internal controls will be audited, with a report providing recommendations for any weaknesses in controls.

New Business

With an Operating Surplus from 2010 in the amount of $207,289.75, Director of Finance E. Micheal Storey recommended to Council to pass a resolution of transfer, effective December 31, 2010, the following amounts:

  • $40,000 to the Transportation Reserve
  • $15,000 to the Allowance for Doubtful Tax Accounts
  • $152,000 to the Operating Contingency Reserve.

Councillor Don Bartlett made a motion that monies be transferred.

  • Wild Pink Yonder (WPY) is preparing for its third trek across Alberta in very-pink covered wagons, and stopping in twenty three Alberta towns for Breast Cancer fundraising. WPY and entourage of outriders, the Hole in the Head Gang, will roll into Calmar August 31, 2011, should Council accept the invitation to participate.  Council spoke supportively as they discussed possible ideas for how the town can participate. Recommended Action to Council was hosting a Country Hoe’Down, including a BBQ with proceeds going to Breast Cancer.  A list of of fundraising options are being considered by the Rec Board.  Councillor Wiancko made a request to see the estimated costs for the event.  “I’m all for it,” said Wiancko, “I just want to know the expense.”
  • Councillor Wiancko also requested more frequent administrative reports from the CAO (Chief Administrative Officer) Kathy Murphy.  Mayor Faulkner pointed out that the CAO presents a report to Council every four months, and “this borders on micro-management. We have a budget, and we ask them to do a job.  I trust that they are professionals and know what they are doing.”

Councillor Bartlett agreed, saying, “as long as they stay on budget, we have no reason...they’re not doing anything wrong.”

Councillor Wiancko answered, “I don’t know what they do, so I don’t want to approve budget if I don’t know what they are doing.”   Wiancko ended by requesting a review of the Bylaw and job description of the CAO at the next council meeting.

  • Regarding snow removal, Councillor Wiancko suggested a review of the current snow removal Bylaw, as there have been several reports of people moving snow from their own property onto someone else’s.  Wiancko stated he wanted it brought forward and placed on the agenda, as well as the current Dog Bylaw, for the next meeting.   Councillor Wiancko took issue with the amount of dog droppings along mainstreet and in yards of people who don’t own dogs.  Councillor Wiancko suggested that Council review the present Bylaw and change it “to allow our Bylaw Officers to ticket dog owners walking their dogs without doggie bags.”

Michael Storey shortly pointed out the impossibility of policing dog bags, for example, the dog owner under question may have just used and disposed of it properly

Council will review the Bylaws under discussion.
