I live in James Bay and walk the breakwater several times a week. I have never seen anyone in distress out there. The breakwater is two or 2.5 times wider than sidewalks, so if you can walk along the sidewalks without a railing the breakwater should not be a problem. More dangerous are some of the sidewalks in James Bay where shrubs have been left to grow out over a portion of the walkway forcing pedestrians to step out into the street to get past. Cut the shrubs and leave the railings off. Save the taxpayer dollars for things that are urgently needed.
