- Up first on the agenda was a staff introduction of Elana Mansell to Council. Elana will fill the position of Leduc County Accounts Payable Clerk.
- Bob Galloway, Leduc County Fire Chief, reported on Calmar Fire Department’s cost overrun for 2009, regarding the cost-sharing plan between the County of Leduc and the Town of Calmar Fire agreement. Galloway explained that the overexpenditure was due to maintaining, purchasing, and upgrading essential equipment and the need to hire more firefighters.
Councillo Kelto expressed that although she did have some reservations, she would support the recommendation, and Councillor Ruth Harrison warned, “This will not happen again.” The $63,664,10 bill will be split with the Leduc County paying sixty percent of the total, at $38,198.46, and Calmar paying the balance of $25,464.64. Councillor Schonewille moved the recommendation be passed.
- Director of Public Works & Engineering, Des Mryglod, reported back to Council regarding the County’s road dust suppression process in response to County resident Ron Wurban’s previous presentation to Leduc Council. Wurban first applied for dust suppression on May 14, 2010, and though dust suppression took place in the area four days later, Wurban’s road strip was not done that day; he had to wait until June 18 when the crews came back to the area.
“It becomes a scheduling issue more than anything,” said Mr. Mryglod, explaining that applications often take a few days to process, which is likely what happened in the Wurban case. Having to wait until crews are back in the area reflects the County’s effort in efficiency and convenience, that is, waiting until they have enough requests in the same geographical area to warrant concentrating in a particular area for cost-effectiveness.
Ron Wurban’s request for reimbursement of dust suppression application fees for 2010, the amount of $312.37, was denied.
- The sale of a piece of County land at 1303-5 Street in Nisku, expected to bring in around $155,000, sold for $203,500. Councillor Stumph made a motion to accept the amount of $203,500.
- A request for extension of Subdivision Validity period – SD 08-003, Pt. N.E. 9-50-24-W4th, was made by Bhardwaj/Minar Builders Inc. An extension to May of 2011 was granted approval, Councillor Schwonehille making the motion.
- A request for extension of Subdivision Validity period – SD 07-190, S.E. 36-48-25-W4th, Froese and Stumpe asked for extra time to acquire a noise and vibration study, as the property they are subdividing into eleven residential lots sits directly adjacent to the CP Rail line. Council granted Froese and Stumpe an extention to September 16, 2011.
- The Battle River Watershed Alliance’s request for support was denied. Councillor Audrey Kelto said, “We are members of the North Saskatchewan watershed and we denied them. I think we have to do the same here too,” pointing out the Leduc County did not have membership with the Battle River Watershed Alliance.
- After steady snowfall of roughly 30 centimetres, and still falling at the time of the Leduc County meeting, Councillor John Schonewille closed with a comment of gratitude to our ‘snow removers.’ A heavy storm such as we have had, said Schonewille, they deserve a message of praise for their hard, efficient work. “Keep up the good work,” said Councillor Schonewille, with a grin, “because there’s another one coming.”
