The City of Leduc Regular Council meeting was called to order at 7:00 p.m. by Deputy Mayor Young, in the absence of Mayor Greg Krischke.

Deputy Mayor Young welcomed the LA Crude Men's Rugby Team as he and Alderman Lazowski handed out Leduc Acheivement Awards in acknowledgement of their 2010 Division 2 Provincial Championship.  The Team won the 2010 regular season with a record of eleven wins, one loss, and went on to win the Provincial finals held in Calgary.

New Business

Board Appointment - Subdivision & Development Appeal Board

As the term of appointment of the alternate public member expired on December 31, 2010, a re-appointment is requried.

Alderman Smith made a motion that Council re-appoint Merfin Golly as an Alternate Member of the Subdivision & Development Appeal Board with a term to expire on December 31, 2011.

Property Tax Penalty Request

Finance Director, Irene Sasyniuk, informed Council that a letter had been received from a property owner asking if their tax penalties could be waived for their manufactured home.  The owner said that their tenant did not pay the property taxes and utility costs as included in the rental agreement.  The owner also contends they did not receive their tax notice, thus they were requesting forgiveness of any penalties to date.

Ms. Sasyniuk told Council that Administration sends out notices prior to applying penalties and offers monthly payment plans.

Alderman Finstad moved that Council denies the request to waive the penalties of $1,284.21 for Tax Roll #013143 as all legislated requirements relating to issuance of tax notices were met by the City of Leduc.

Bylaws

  • Bylaw No.758-2010 - Redistricting a portion of Lot 4A, Block 2, Plan 1020973 and a portion of Lot N, Plan 4363NY

The purpose of the Bylaw, explained Ken Woitt, Planning & Development, is to redistrict 38.71 sq. m from Lot N, Plan 4363NY from M-1 Industrial - Light Industrial to C-3 Commercial - General Commercial and 38.69 sq. m from Lot 4A, Block 2, Plan 1020973 from C-3 Commercial - General Commercial to M-1 - Industrial-Light Industrial.

  • Bylaw 758-2010 received first reading on December 13, 2010 and a public hearing was held after.  Alderman Mishio moved that Bylaw No. 758-2010 be given second reading, and Alderman Lazowski moved it be given third.
  • Bylaw No. 759-2010 - Redistricting Pt. of SE 12-50-25-4 and Pt. of NE 1-50-25-4

Ken Woitt explained the purpose of the bylaw is to redistrict 25.88 ha from U-R Agriculture - Urban Reserve to M-2 Industrial-Medium Industrial and U-S Utilities-Urban Services.  The redistricting will allow for the development of 24 future lots and one urban services lot for the storm water management pond as a continuation of the Leduc Business Park.  Alderman Smith moved that Bylaw No. 759-2010 be given first reading.

Reports

A reallocation of funds, originally intended for the Permit Process Review project to improve the Planning Department's technological integration with other key departments, has been requested for the upcoming IT Strategic Plan which will review technological gaps and practical integration needs across all departments.  Mr. Kann Bur, Director of Information Support Services, explained the priority of the initiative that will enhance overall effectiveness of technology for all departments by assessing current IT infrastructure, software, resources and skills, identifying best practices for each department, and identifying and prioritizing the City's long term needs.

Alderman MacKenzie moved that Council approve a budget transfer of $65,000 from the Permit Process Review project to the Information Technology Strategic Planning project.
