Delegations:
Council gave Gary and Evelyn Broadbent approval for their new home frontage to be placed facing the east side of the street.
Warburg Hockey and Skating Club/Arena Board representatives President Barry Gidosh and Director Mark Gollnick submitted their own arena lease agreement for Council’s review and approval. The Arena Board believes their agreement “better reflects the intent and purpose of the Arena Board and the day-to-day operations of the Arena” than the one proposed by the Village. The wording was a concern to Arena Board members because it appears to make them personally liable should something go wrong.
Mayor Kohl pointed out the reason the wording is “all encompassing” because of grants. Gollnick, who is a lawyer, said he thinks their agreement would also be acceptable for grants. Grants require a signed lease. Signing lease agreements “used to be a formality, but now it is associated with grants.”
When Gollnick inquired if the Arena was piggybacked onto the Village liability insurance, CAO Pankewitz told him it was “listed individually on Village insurance because of the ammonia inside.” Although the Village carries $5 million liability, the Board, as any Board does, needs to do their “due diligence.” Alberta Gaming extended the December 2010 deadline for signing to January 31, 2011. Council accepted, signed and sealed the agreement brought forward by the Arena Board.
Following that, the delegates told Council the Arena bleachers, boards, and flooring projects have been completed. Heating issues have been taken care of. The 1983 plant seems to be doing fine (“the ‘chiller’ was done eight years ago”). Two big-ticket “wish list” items remain— arena lighting and a newer Zamboni. “This one’s 27 years old.
Budget
Council reviewed the revenue portion of the budget (working copy) and entertained expense “wish list” items for upcoming budget deliberations—upgrade signage in the parks, repair ceiling in the shop, Centennial Park, grader upgrade, adding an extra day for recycling pickup.
New Business
- Peel’s Backhoe Service Ltd. tender for $278.577.34 for a Water Supply Upgrade project (Raw Waterline) was accepted.
- Council is supporting the Alberta/Northwest Territories Command/The Royal Canadian Legion (ANTCRCL) representing Alberta and the Territory’s Veterans by sponsoring a 1/10 page advertisement in the “Military Service Recognition Book”—so none of us forget the selfless contributions made by our Veterans. Proceeds raised from this project will allow the ANTCRCL to fund the recognition book and help the Command to improve series to Veterans and the more than 170 communities served throughout Alberta and the NWT. In a letter to Council, President Darrel Jones said, “The Legion is recognized as one of Canada’s largest “Community Service” organizations. This project ensures the Legion’s continued success in providing these very worthwhile services.” The books of remembrance are available for viewing at the local Warburg Royal Canadian Legion Branch.
- Council is in agreement with the RCMP getting extra staffing, and supports in principle their efforts to do so. “We would rather have someone behind the wheel than behind a computer,” said Mayor Kohl.
- According to CAO Pankewitz, Public Works will be working on snow bank trouble spots. Public Works will be removing snow banks left by the grader using a skid steer and truck. “The downtown area will be loaded first and then carry on from there.”
